How to Use FSAs to Save Money
Zebra offers several different FSAs, all of which let you set aside before-tax earnings to pay for qualified health and/or dependent care expenses. YOU MUST ELECT TO PARTICIPATE IN AN FSA PLAN EACH YEAR; enrollment does not automatically carry over from year to year.
Optum Financial administers Zebra’s FSA plans. You can manage your account online at secure.optumfinancial.com.
Types of Accounts
General-Purpose Healthcare FSA
- Contribute before-tax dollars (up to $3,200 in 2025) through automatic payroll deductions.
- Reimbursement for eligible out-of-pocket medical, dental and vision expenses.
- Eligible expenses:
- Health-related products and services, including over-the-counter items, medicines and drugs
- Deductibles and coinsurance/copays
- Expenses beyond a health plan’s maximum payment amounts
Limited-Purpose Healthcare FSA
(Only available if you enroll in the Basic HSA or Advantage HSA Plan)
- Contribute before-tax dollars (up to $3,200 in 2025) through automatic payroll deductions.
- Reimbursement for eligible out-of-pocket dental and vision expenses only.
- Eligible expenses:
- Non-cosmetic dental care (cleanings, fillings, crowns or orthodontics)
- Vision care (contact lenses, eyeglasses, refractions or vision correction procedures)
- Over-the-counter dental or vision expenses
The general-purpose and limited-purpose FSA plans include a debit card, which you can use to pay for eligible purchases at qualified merchants. If you use the debit card, funds will be taken directly from your account once you make a purchase.
You may be required to substantiate your debit card purchase by providing your receipt and any other supporting documentation to Optum Financial upon their request. For a complete list of eligible healthcare expenses, see Publication 502 at www.irs.gov.
Dependent Care FSA
- Contribute before-tax dollars (up to $2,500 per person or $5,000 per household each calendar year) through automatic payroll deductions.
- Reimbursement for eligible child care (under age 13) and elder care expenses
- Eligible expenses:
- Babysitters (other than your own dependents)
- Day care
- Day camps
- Nursery school
- Outside dependent or child care services
- Elder care
Advantages of a Limited-Purpose FSA
A limited-purpose FSA works in conjunction with an HSA by allowing FSA reimbursements for dental and vision care expenses. Participating in both plans allows you to maximize your health savings and utilize the tax benefits of an FSA for non-medical expenses. Additionally, you can use your limited-purpose FSA dollars for medical expenses after you have met your Advantage HSA or Basic HSA medical plan deductible.
How an FSA Works
- You decide the amount you want to contribute based on your expected healthcare and/or dependent care expenses.
- Zebra deducts your contributions from each paycheck before income and Social Security taxes, and deposits that money into your FSA.
- You can pay for eligible healthcare expenses with the Optum Financial debit card or you can pay for your expenses and then submit a reimbursement claim directly to Optum Financial. For dependent care, you pay for eligible expenses, and then submit a reimbursement claim.
Limited Rollover Allowed
If you have unused dollars remaining in your general-purpose or limited-purpose healthcare FSA at the end of the year, you can roll over some money (up to $610 in 2024 and up to $640 in 2025) for use during the next plan year. Your rollover balance will be deposited into your current year account approximately by the end of January. You will have until March 31 to submit any claims incurred during the previous year.

General-purpose healthcare FSA participants will have access to FSAstore.com, an e-commerce site stocked with thousands of FSA-eligible products and services for your purchase. The site also offers helpful tools and resources to help you better understand your FSA benefits.
If you use your Optum Financial debit card, purchases made via FSAstore.com may reduce the number of receipts you need to provide to Optum Financial. If you file claims, you’ll be able to download your purchase receipt and immediately file an online FSA claim, allowing for easier claim submission and faster reimbursement.
